Job Overview
The Associate Director – Health Economics Dossier Planning & Execution plays a critical leadership role within the HEOR Business Services and Insights (BSI) team. This position is responsible for leading global value dossier strategies and operational execution to support health technology assessments (HTA), payer evaluations, and market access strategies across global markets.

The role combines strategic leadership, operational oversight, and scientific expertise to ensure the development of high-quality value communication materials, including global value dossiers, HTA submissions, and integrated evidence plans. The Associate Director will also lead a multidisciplinary team while collaborating with global HEOR leadership, therapeutic area teams, and cross-functional stakeholders.

Key Responsibilities

Lead the strategic and operational planning of global value dossiers, HTA submissions, and evidence plans to support global market access strategies.
Develop and execute comprehensive value communication strategies aligned with international HEOR and HTA leadership priorities.
Manage and mentor a team of 5–15 professionals involved in dossier development, submission planning, and value communication activities.
Oversee the development of global value dossiers and support adaptation for regional and national HTA submissions.
Provide strategic, methodological, and analytical guidance to teams and country affiliates for HTA submissions and payer engagement.
Collaborate with international HEOR leaders to identify payer and HTA evidence requirements across major global markets.
Support development of early value narratives, scenario planning, and access strategies aligned with clinical development programs and pricing strategies.
Ensure alignment between value communication strategies and commercial forecasts, pricing negotiations, and access planning.
Monitor operational performance through defined KPIs, leveraging analytics and reporting tools to improve efficiency and impact.
Ensure strong governance, compliance, and adherence to internal processes, guidelines, and SOPs across dossier and submission activities.
Lead workforce planning, talent development, hiring, performance management, and succession planning within the HEOR dossier team.
Promote a collaborative and scientifically rigorous work culture focused on operational excellence and innovation.

Education Qualification
Postgraduate degree such as Master’s or PhD in Health Economics, Epidemiology, Public Health, Health Services Research, Business Management, or a related discipline.

Experience Required
Minimum 10–12 years of experience in pharmaceutical health economics, HEOR, market access, or payer evidence development, gained within the pharmaceutical industry, contract research organizations, or academic institutions.

Required Skills and Competencies

Strong expertise in health economics and outcomes research (HEOR), HTA submissions, and value dossier development.
Comprehensive understanding of global market access strategies, payer evidence requirements, and reimbursement frameworks.
Advanced knowledge of pharmaceutical product lifecycle and evidence generation strategies.
Proven leadership experience in team management, project leadership, and cross-functional collaboration.
Strong analytical and problem-solving skills with the ability to translate complex data into actionable insights.
Proficiency in Microsoft Office tools including Excel, Word, and PowerPoint for analytical and presentation purposes.
Ability to manage multiple projects and strategic initiatives simultaneously.

Leadership and Operational Responsibilities

Drive operational excellence by establishing effective systems and processes for global value communication activities.
Ensure continuous improvement in dossier planning and submission processes through performance monitoring and capability building.
Provide coaching and mentorship to team members while strengthening organizational capabilities in value communication and market access strategy.

Work Environment

This role is based in Hyderabad, India, within Novartis’ global market access and HEOR operations team. The position collaborates with global stakeholders across therapeutic areas, clinical development, and commercial functions to support global access strategies.
