Global Trade Compliance Manager – Sanctions Screening & Clinical Valuation Lead

Position Summary

The Global Trade Compliance Manager – Sanctions Screening & Clinical Valuation Lead is responsible for overseeing sanctions and ownership screening activities while supporting global clinical customs valuation processes. This role ensures compliance with international trade regulations, sanctions requirements, and customs valuation standards through risk assessment, investigations, process improvements, and cross-functional collaboration.

The position requires strong expertise in sanctions screening, ownership analysis, regulatory compliance, customs valuation principles, and risk management.


Key Responsibilities

Sanctions & Ownership Screening

  • Serve as the global screening lead responsible for sanctions and ownership compliance activities.

  • Ensure compliance with regulations issued by:

    • U.S. Department of Treasury – Office of Foreign Assets Control (OFAC)

    • U.S. Department of Commerce – Bureau of Industry & Security (BIS)

    • Other applicable global regulatory authorities

  • Act as the primary escalation point for sanctions screening alerts involving counterparties, transactions, and ownership structures.

  • Analyze complex corporate ownership structures to determine applicability of:

    • OFAC 50% Ownership Aggregation Rule

    • BIS Entity List Ownership Requirements

    • Military End User (MEU) Regulations

  • Partner with Compliance, Legal, Finance, Sourcing, Operations, and Business teams to ensure regulatory compliance and risk mitigation.


Sanctions Screening Oversight

  • Serve as Subject Matter Expert (SME) on:

    • OFAC 50% Ownership Rules

    • BIS Entity List Regulations

    • Restricted Party Screening Requirements

  • Conduct enhanced due diligence and Ultimate Beneficial Ownership (UBO) investigations.

  • Aggregate direct and indirect ownership interests to assess sanctions exposure.

  • Screen counterparties including:

    • Vendors

    • Customers

    • Banks

    • Business Partners

  • Review and adjudicate sanctions screening alerts.

  • Determine true matches versus false positives.

  • Escalate and manage high-risk sanctions cases.


Investigations & Ownership Analysis

  • Identify direct and indirect sanctions exposure.

  • Conduct investigations using:

    • Public Records

    • Corporate Registries

    • Commercial Databases

    • Screening Platforms

  • Analyze ownership structures and control relationships.

  • Develop comprehensive investigation files and risk assessments.

  • Prepare detailed reports and recommendations for Legal and senior leadership review.


Regulatory Compliance & Risk Management

  • Monitor changes in global sanctions regulations and enforcement trends.

  • Provide compliance guidance to internal stakeholders.

  • Assess trade compliance risks and recommend mitigation strategies.

  • Support regulatory compliance initiatives across global operations.

  • Ensure activities align with applicable trade regulations and internal policies.


Technology & Process Optimization

  • Utilize compliance and screening technologies to improve efficiency.

  • Support automation and AI-enabled compliance monitoring initiatives.

  • Identify opportunities to enhance screening workflows and reporting.

  • Partner with technology teams to optimize compliance systems.

  • Drive continuous process improvements while maintaining regulatory compliance.


Clinical Customs Valuation Responsibilities

Global Clinical Valuation Support

  • Support global customs valuation activities for clinical materials.

  • Ensure customs values are assigned accurately and in compliance with international trade requirements.

  • Apply trade compliance knowledge to support global clinical valuation operations.

  • Support customs valuation assignments in accordance with:

    • World Customs Organization (WCO) Valuation Principles

    • Applicable Customs Regulations


Valuation Management

  • Review dashboards and demand forecasts to anticipate valuation requirements.

  • Support year-end customs valuation true-up activities.

  • Ensure valuation data is accurately maintained within SAP systems.

  • Coordinate with internal stakeholders to establish customs values for new clinical materials.

  • Monitor valuation activities to ensure timely completion and compliance.


Basic Qualifications

Candidates must meet one of the following requirements:

  • Bachelor's Degree with 4 years of experience in:

    • Compliance

    • Screening Operations

    • Risk Management

    • Regulatory Affairs

    • Audit

    • Law

    • Related Fields

OR

  • Associate Degree with 8 years of relevant experience

OR

  • High School Diploma / GED with 10 years of relevant experience
