Role Overview

The Strategic Planning & Operations Manager supports the operational excellence of Amgen's Center for Observational Research (CfOR), a global organization focused on generating Real-World Evidence (RWE) to support drug development, regulatory strategy, reimbursement decisions, and commercialization.

Unlike traditional clinical research roles, this is a highly strategic operations position responsible for enabling scientific teams to execute efficiently while driving organizational initiatives and technology adoption.


About CfOR (Center for Observational Research)

CfOR conducts:

  • Real-World Evidence (RWE) Studies

  • Observational Research

  • Post-Marketing Evidence Generation

  • Health Outcomes Research

  • Epidemiology Studies

  • Safety and Effectiveness Assessments

These studies support decisions throughout the product lifecycle, from early development to commercialization.


Key Responsibilities

Strategic Planning & Operations

  • Partner with leadership to align operational priorities with business objectives.

  • Support organizational planning and execution across CfOR.

  • Drive operational excellence initiatives.

  • Monitor and improve organizational performance metrics.

Project & Program Management

  • Lead complex cross-functional projects using Agile methodologies.

  • Develop project plans, timelines, milestones, and risk mitigation strategies.

  • Coordinate project execution across multiple stakeholders.

  • Track deliverables and ensure on-time completion.

Workforce & Resource Planning

  • Support headcount management activities.

  • Track requisitions and hiring progress.

  • Conduct staffing and capacity analysis.

  • Assist leadership with organizational planning decisions.

Technology & Digital Transformation

Lead adoption and optimization of:

Responsibilities include:

  • Process automation

  • Workflow optimization

  • Collaboration enhancement

  • Dashboard creation

  • Operational reporting

AI & Innovation Initiatives

Drive adoption of:

Applications include:

  • Meeting summaries

  • Documentation automation

Executive Communication

  • Create dashboards and executive reports.

  • Present project updates to senior leadership.

  • Communicate risks, dependencies, and mitigation plans.

  • Translate complex operational data into actionable insights.


Basic Qualifications

Education & Experience

One of the following:

  • Doctorate + 2 years relevant experience

  • Master's + 6 years relevant experience

  • Bachelor's + 8 years relevant experience

  • Associate Degree + 10 years relevant experience

  • High School Diploma/GED + 12 years relevant experience


Preferred Qualifications

Project & Program Management

  • 10+ years overall project management experience.

  • 5+ years within pharmaceutical or biotechnology industries.

  • Experience managing large-scale cross-functional initiatives.
